ment of full Passed Cadet's salary and half the salary of

the acting appointment then held by him to a Cadet who had

passed his final examination in Chinese while holding the

acting appointment. He had been permitted to draw full salary

as Unpassed Cadet and also for a short time as Passed Cadet.

and while deciding that he should in future as Passed Cadet

draw half salary only, I did not order a refund of the amount

already paid. This is one of the precedents quoted by Mr.

Thomson and there has also been another similar case.

For the reasons given above I do not con-

sider the rule of the Straits Settlements and Federated Malay

States equitable, but should you direct its adoption after

perusal of this Despatch it will be inserted in the General

Regulations of this Colony.
